Planning review is required for new construction, most exterior remodels, site development, changes of use that intensify the use of land, conditional use permits, land divisions, property line adjustments, variances, zoning changes, alteration or removal of historic landmarks, removal of street trees, modifications to approved permits, and other actions, to ensure they comply with the city's zoning and development regulations.

Newberg’s comprehensive plan and codes guide development to ensure that it meets the community’s needs for housing, industry, and quality of life. The city’s professional planning staff maintains the comprehensive plan and coordinates other long-range planning projects as prioritized by the City Council. This work includes listening to community needs and aspirations, analyzing data, presenting alternatives, and evaluating policy proposals for consistency with Newberg’s comprehensive plan and statewide land use planning goals. City plans are often implemented through city codes that guide future development.
