With rising housing costs and incomes generally not keeping up with living expenses, housing affordability is a critical issue for many in our area. Decent and safe housing is a basic human need. It is also essential for attracting and retaining the local workforce.

The City of Newberg is not in the housing development business, but assists others in producing and preserving affordable housing by providing financial and technical assistance. As a recipient of federal Community Development Block Grant funds and other resources, the City may assist agencies and organizations, including area builders and nonprofits, in the development or restoration of affordable housing. “Affordable” means that households earning below the area median income by a specified percentage spend no more than 30 percent of their income on housing.
