The 2026 General Election will be held November 3, 2026. In Newberg, the mayor and three Councilors will be elected to the Newberg City Council. The current terms of office for Bill Rosacker (Mayor), Peggy Kilburg (District 2), Robyn Wheatley (District 4), and Derek Carmon (District 6) will end on December 31, 2026.

Filing for office opens June 3, 2026, and deadlines are August 18th for elected incumbent candidates and August 25th for non-incumbent and appointed incumbent candidates. The 2026 candidate elections are for Councilors in Districts 2, 4, and 6 for a term of January 1, 2027 - December 31, 2030. While candidates for each position must live within their district, all offices are elected at large. 

Candidates must be registered voters in the state of Oregon and have lived in the City of Newberg for 12 months immediately preceding the election. Candidates for Councilor positions must also reside in the district where they are running for office. Election filings will be held by appointment with the City Recorder. To run for office in Newberg, residents can either:  
  1. File a declaration of candidacy (SEL 101) and a petition (SEL 121) and collect 25 signatures of qualified, legal voters from their district of the City of Newberg, Yamhill County, Oregon or 
  2. File a declaration of candidacy (SEL 101) and pay a $25 filing fee. 

Chapter VII of the Newberg City Charter and Chapter 2.05, Article II lists requirements for local candidate elections. Please note, Ordinance 2026-2943 was passed on May 4, 2026, aligning Newberg’s filing deadlines with the State. The Yamhill County Clerk conducts the election. Elections are bound by Oregon Election Law as administered by the Secretary of State.
