Reminder of Sign Standards Ahead of Election Season

(NEWBERG, OR) – With election season getting underway, campaign signs are beginning to appear across Newberg. The City wants to make sure candidates, campaigns, and residents have all the information they need to post signs the right way and help keep our community looking its best in the process.

Newberg’s sign code covers two categories of freestanding signs. Minor Freestanding Signs are the small yard and planter strip signs most used during election season and for advertising events and services. Major Freestanding Signs include all other freestanding, such as those found on commercial or multi-family properties.

Minor Freestanding SignsYard-Signs-3These signs are allowed in residential zones with up to two signs per street frontage, plus one for each additional full 100 feet of frontage. One sign is also permitted in the planter strip. Signs may not exceed three square feet in area or three feet in height in residential zones, and six square feet in area in all other applicable zones.
Minor freestanding signs are not permitted in Newberg’s Downtown zones C3, C4, or M5. Maps of zoning areas are included below for clarity.

Major Freestanding SignsIn residential, I, and CF zones, one major freestanding sign is allowed per street frontage, plus one for each full 600 feet of frontage. These signs are not allowed on lots containing only a single-family home or duplex. In all other zones, one major freestanding sign is allowed per street frontage.

 Size limits vary by zone, ranging from 0.2 square feet per foot or street frontage in residential zones up to 1 square foot per foot in most other zones, with maximum sizes between 50 and 100 square feet. 
Regardless of sign type or location, anyone posting a sign on private property must have permission from the property owner before doing so. This applies to campaigns, individuals, and organizations alike.
A Note about Hwy 99wThe City regularly receives inquiries about signage along Hwy 99W/Portland Road between Vittoria and Springbrook. The sloped area along this corridor is not City of Newberg or ODOT property. A line roughly halfway up the bank separates ODOT right-of-way from private properties on Aquarius Boulevard. Signs placed above that line are on private property and are permitted with consent from the property owner. The City appreciates the community’s patience as staff work to address questions about sign placement each election cycle.
