NEW VACATION RENTAL HOME REGULATIONS TO GO INTO EFFECT
(NEWBERG, OR) – On August 4, 2025 the Newberg City Council adopted Ordinance 2025-2935, amending the City’s vacation rental home policies and regulations. The changes go into effect September 3, 2025. A notice has been sent to operators holding current permits for vacation rental homes in Newberg and to those operating unregistered properties.
Key updates include:
- Registration Requirements - All vacation rental homes must be registered. Unregistered properties must apply by December 2, 2025.
- Penalties for Non-Compliance - Operating without a land use permit, business license, or Transient Lodging Tax (TLT) registration will result in increased penalties.
- Tax Collection & Standards - Updated guidelines for TLT collection and revised development standards for vacation rental properties.
The City’s Community Development Department will contact current permit holders to assist them with meeting the updated requirements. In addition, the City will use the Rentalscape platform to identify and notify unregistered properties that must come into compliance.
These updates follow public meetings between August 2023 and March 2024, including City Council discussions, Planning Commission review, and input from a Short-Term Rental Ad Hoc Committee. The City also hosted public input sessions in late 2024, along with a dedicated forum for vacation rental operators.
