City Of Newberg Engineering Department Restructures To Boost Efficiency

(NEWBERG, OR) – With the start of a new fiscal year, the City of Newberg has restructured its Engineering Department to improve service delivery and project management. The department is now split into two specialized divisions: Capital Engineering and Development Engineering, the latter housed within the Community Development Department (CDD). This change follows a year of significant staffing transitions, including retirements and internal reforms. City leadership took the opportunity to assess the department’s structure and implement improvements to better support both city infrastructure and community development.
Capital Engineering will oversee most project management related to Capital Improvement Projects (CIPs). The division also retains responsibility for the City’s Geographic Information System (GIS) and performs key engineering tasks, including:
- Conducting field inspections to ensure contractors meet engineering standards and OSHA guidelines
- Updating the biennial System Development Charge (SDC) model
- Contributing data to the biennial utility rate adjustment
- Managing the City’s road repair program
- Serving as administrative support to the Traffic Safety Commission during meetings
- Partnering with Public Works Maintenance to plan repairs funded by the Transportation Utility Fee (TUF)
Development Engineering, now operating within the Community Development Department alongside Planning and Building, focuses on the integration of engineering with land use and development. Its core functions include:
- Reviewing land use applications for compliance with development codes, master plans, and engineering standards
- Reviewing development approvals with permit plan reviews and inspections handled by Capital Engineering and Public Works
- Managing select development-focused capital projects
- Serving as staff liaison to the Traffic Safety Commission
- Assists with maintaining master plans such as the Transportation System Plan
