City of Newberg adopted Biennial Budget 2025-2027
Am I seeing double? Yes! The City of Newberg is switching to a two year budget cycle, so the proposed budget should be expected to be approximately double the past fiscal year.

A copy of the current adopted budget document may be inspected or obtained at Newberg City Hall, 414 E. First Street, Newberg, Oregon, between the hours of 8:30 a.m. and 4:30 p.m. by appointment with the City Recorder (cityrecorder@newbergoregon.gov).
The City of Newberg's annual budget year is July 1st through June 30th. The budget is adopted by the City Council before or on June 30th of the prior fiscal year. The adopted budget is in compliance with Oregon Budget Law.
The original budget may be changed during the course of the fiscal year through the supplemental budget process. Changes are adopted by the City Council at a public meeting, posted and noticed in the Newberg Graphic newspaper.
Each budget reflects the prior year's budget, and two prior year's actual audited accounting.
Critically a big change is coming to the City of Newberg budget! Starting from July 1 of 2025 the city is moving over to biennial (two year) budget cycles. So the next fiscal period will run from July 1 2025 to June 30 2027. This move frees up over 7000 staff hours annually to work on other projects and also makes budgetary control over capital projects more effective than ever!

It does not include any pass through fees collected for other entities, franchise fees or city taxes.
It was established in April 2016 with Resolution 2016-3268 and is updated annually (effective on April 1st) for inflation as well as occasions where new fees need to be added or old ones removed. The most recent update to the current Master Fee Schedule has been approved by City Council through Resolution 2024-3920 on March 18, 2024.
Fire hydrant meters are a specialized type of portable turbine meter that are attached to a fire hydrant to measure water out of the hydrant. Hydrant meters are typically used in construction, pool filling, or where a permanent meter is not yet installed.

Payment of a $150 non-refundable application fee and a $1,500 refundable meter and valve deposit are due at the time of application. The application fee covers account set up and the first 1,337 Cubic Feet (10,000 gallons) of water used within the first month. In addition, the applicant will pay a monthly billing fee of $10; a daily rental fee of $5 as well as a monthly Stormwater Service Charge at the current rate. Water used in excess of the first 10,000 gallons will be charged at the current industrial volume rate. Failure to reimburse the city for usage on a monthly basis is considered a violation of city code 13.15.040 which will result in immediate termination of hydrant meter usage and/or a fine of $500.00 or more.
