The Development Engineering Division reviews land use applications for compliance with Division 15.500 of the development code, public infrastructure master plans, and engineering standards in coordination with the Public Works and Capital Engineering departments.
Development Engineering also:
- Supports the Capital Engineering department by managing development-oriented capital projects and assists in maintaining the city’s public infrastructure master plans and Public Works Design and Construction Standards
- Serves as a resource for the Capital Engineering department by providing assistance with permit reviews for compliance with land use development conditions of approval, Division 15.500 of the development code and the Public Works Design and Construction Standards.
- Is the City Engineer’s designee to act as the secretary to the Traffic Safety Commission.
- Coordinates review of Traffic Safety related concerns and issues by engineers provided by Keller Associates as part of the contract for providing City Engineer services to the city.
Development Engineering is currently staffed by one senior engineer. We envisage that this will eventually grow to two staff as work load increases. Part time assistance with review of land use applications is provided by Keller Associates as part of the contract for providing City Engineer services to the city.

Capital Engineering
The city of Newberg also has a Capital Engineering department, which manages most Capital Improvement Projects (CIPs) for the city. It also maintains engineering design standards, reviews public improvement permit applications, reviews building permit applications, and conducts site inspections related to public improvements associated with current development projects.
